Expands the definition of "motorized bicycle" to include four categories of electric-assisted bicycles with varying motor configurations and speed capabilities ranging from 15 mph to 28 mph maximum

Requires law enforcement officers investigating accidents involving low-speed electric bicycles or motorized bicycles to report incidents to both the Motor Vehicle Commission and the Department of Transportation

Mandates that manufacturers permanently affix labels to low-speed electric bicycles displaying classification number, top assisted speed, and motor wattage in Arial font at least 9-point type
