Expands the State Commission of Investigation's (SCI) investigatory powers to include fraud, waste, abuse of taxpayer funds, and misconduct by civil and criminal enforcement personnel at all levels of State and local government

Transfers investigatory functions previously performed by the Office of the Inspector General to the SCI, creating a new executive director position titled "State Inspector General" to supervise all investigations

Increases SCI commissioner annual salary from $35,000 to $75,000 and shifts chairperson designation authority from the Governor to joint designation by the Senate President and Speaker of the General Assembly

Authorizes the SCI chairperson to apply for wiretap orders for investigations (with Attorney General authorization, or county prosecutor authorization when investigating Department of Law and Public Safety misconduct)

Requires the SCI to meet at least twice annually with other State oversight entities including the Attorney General and Election Law Enforcement Commission to coordinate audits, investigations, and reviews
