Increases the maximum annual uniform gross receipts assessment for ambulatory care facilities from no cap to $2,000,000, effective the first day of the third quarter of Fiscal Year 2026, while maintaining the 2.5 percent assessment rate on facilities with gross receipts over $300,000.

Clarifies that the 2.5 percent assessment rate applies from July 1, 2025 through the last day of the second quarter of Fiscal Year 2026 without the new $2,000,000 cap, after which the cap takes effect pending federal approval.

Requires the Commissioner of Human Services to apply for federal Medicaid State plan amendments or waivers from the Centers for Medicare and Medicaid Services before implementing the new assessment cap.

Increases the hospital per adjusted admission charge from $10 to $12.50, effective July 1, 2025.

Takes effect immediately and is retroactive to the first day of the third quarter of Fiscal Year 2026, contingent upon receipt of federal approval for any necessary Medicaid State plan amendments or waivers.
