Prohibits motor vehicle liability insurance policies from restricting recovery amounts based on the claimant's status as a permissive user, named insured, listed driver, resident relative, or passenger

Requires all covered individuals to receive the maximum bodily injury liability, property damage liability, and uninsured/underinsured motorist coverage available under the policy

Applies regardless of whether the individual is an additional named insured or is covered under any other policy providing similar coverage

Takes effect 90 days after enactment and applies to policies initiated or renewed after that date
