Creates a new Division of Energy Resource and Development within the Department of the Treasury, headed by a Governor-appointed Director who serves at the Governor's pleasure and requires Senate confirmation.

Transfers all energy efficiency, clean energy, electric vehicle incentive programs, and the Office of the Business Ombudsman from the Board of Public Utilities (BPU) to the new division.

Assigns the division responsibility for developing energy efficiency strategies, supporting State clean energy and emissions reduction goals, creating outreach and education programs, and developing energy crisis response plans.

Transfers a proportionate share of BPU staff and resources to the new division, with specific personnel and funding allocations determined by agreement between the new Director and BPU President.

Amends multiple sections of environmental law (including the Regional Greenhouse Gas Initiative statutes) to replace BPU authority with the Division of Energy Resource and Development for administering greenhouse gas emissions programs and the Global Warming Solutions Fund.
