Public institutions of higher education in New Jersey would be prohibited from accepting gifts or donations from foreign adversaries, individuals acting on their behalf, or entities owned, controlled, or subject to foreign adversary jurisdictions.

"Foreign adversary" is defined as any foreign government or non-government person determined by the U.S. Secretary of Commerce to have engaged in long-term patterns or serious instances of conduct significantly adverse to U.S. national security or the safety of U.S. persons.

The prohibition applies to all public colleges and universities in the state.

The bill would take effect immediately upon enactment.
