Creates a "Veterans Bill of Rights" requiring New Jersey's Department of Veterans Affairs to provide physical and electronic copies to all state veterans and maintain copies in department facilities and on its website.

Establishes ten enumerated veteran rights including fair treatment, privacy protections, access to quality healthcare and mental health services, employment and housing assistance, accessibility accommodations, involvement in care decisions, transparency in benefits claims, and proactive communication about services.

Requires the department to maintain a toll-free hotline and website for veterans to file complaints, with mandatory response within 30 days of receipt.

Mandates annual reporting to the Senate and Assembly Military and Veterans' Affairs Committees on complaint statistics, response times, percentage resolved within 30 days, corrective actions taken, and legislative recommendations.

Takes effect on the first day of the sixth month following enactment, with no private right of action created against the state or department.
