Electric public utilities must submit transmission project proposals to the Board of Public Utilities (BPU) for approval before constructing new or modifying existing transmission lines.

Proposals must identify potential impacts on environment, scenic sights, historic sites, and public safety, along with documentation of all associated costs.

Proposals must demonstrate the project meets a need through public benefits such as improved reliability, economic development, reduced consumer costs, or increased energy supply.

BPU must review proposals within 90 days and approve only those determined to be reasonable, within public interest, and cost effective.

Alternative lower-cost project ideas that meet the same demonstrated need must be identified in each proposal.
