Creates a Joint New Jersey-Delaware Territorial Boundary Adjustment Commission with two surveyors from each state to define the new boundary while Delaware retains control of the Delaware River to the low water mark

Requires Congressional consent and identical legislation from Delaware to take effect, with any disputes to be resolved by the United States Supreme Court

Amendments require endorsement by both states and Congressional consent; withdrawal requires approval from the other state and relevant federal entities plus a new boundary compact
