Establishes a Veterans Outdoor Recovery Task Force within the New Jersey Department of Veterans Affairs to facilitate the use of public lands and outdoor spaces for veteran medical treatment and therapy

Task force membership includes Commissioners from Veterans Affairs, Environmental Protection, Health, Human Services, and Agriculture, with Veterans Affairs and Environmental Protection serving as co-chairs

Requires the task force to hold initial organizational meeting within 45 days and conduct at least three public hearings in different parts of the state

Task force must identify coordination opportunities between agencies, barriers to veteran outdoor recreation therapy, and develop recommendations for improving access to public lands for veteran healing

Final report with findings and recommendations due within 18 months to the Legislature and Governor, to be posted publicly on DVA and DEP websites, after which the task force expires
