Creates the New Jersey State Government and Civil Service Student Internship Program within the Department of Labor and Workforce Development, open to undergraduate and graduate students (excluding JD and PhD programs) at accredited institutions.

Requires participants to complete 480 total hours (two 240-hour work periods) with a state department or agency, with work limited to 20-30 hours weekly during semesters and up to 40 hours when classes are not in session.

Grants hiring preference for entry-level civil service positions to participants who complete 480 hours, valid for two years after graduation, with disabled veterans and veterans receiving highest priority.

Provides a $2,500 stipend for every 240 hours of participation, paid bi-weekly on a prorated basis.

Appropriates $750,000 from the State General Fund and establishes an Advisory Committee of Executive Branch department commissioners to appoint a program director and oversee operations.
