Creates an 11-member Open Public Records Act Study Commission in New Jersey, including the Commissioner of Community Affairs, Executive Director of the Government Records Council, and appointees from the Senate President (3), Assembly Speaker (3), and Governor (3)

Requires the commission to hold at least three public hearings in different parts of the state and organize within 45 days of the act's effective date

Directs the commission to review how OPRA operates in practice, evaluate the impact of technology and court rulings, analyze privacy balancing issues, and examine commercial use of records requests

Mandates the commission submit findings and recommendations to the Legislature and Governor within one year of its first meeting, after which the commission expires 30 days later

Commission members serve without compensation but may be reimbursed for reasonable expenses; six members constitute a quorum
