Allows New Jersey National Guard members to serve as district board of elections workers when county boards determine they cannot meet required staffing levels within three weeks of a general or primary election.

Requires the Secretary of State and Adjutant General to establish and annually update a memorandum of understanding governing the process for requesting and soliciting National Guard members as election workers.

Prohibits National Guard members serving as election workers from wearing uniforms, requiring civilian clothing while performing election duties.

Provides National Guard members serving as election workers with standard election worker compensation in addition to their regular military pay, with this payment excluded from unemployment compensation calculations.

Preserves the right of National Guard members to serve as election workers in their personal capacity under existing qualification requirements.
