Requires applicants seeking to operate community group homes in New Jersey to obtain a certificate of preliminary approval from municipal officials before the Department of Human Services can issue a license.

Defines "community group home" as a residence providing living arrangements for individuals with developmental disabilities or drug/alcohol addiction, where staff provides treatment, supervision, and training to help residents move toward independence.

Municipal preliminary approval must consist of a letter or affidavit confirming the proposed group home conforms to all applicable local ordinances and regulations, including zoning and land use requirements.

Prohibits the Department of Human Services from approving any license application—provisional or permanent—if the applicant fails to submit the municipal certificate of preliminary approval.

Amends P.L.2012, c.69 to extend existing licensure requirements for community care residences to also apply to community group homes.
