Establishes the New Jersey Skills Service Corps in the Department of State, a paid service program connecting adult volunteers with State entities to gain workforce experience and industry-valued credentials over 12-24 months.

Eligible participants must be New Jersey residents aged 18 or older volunteering with a State entity for the first time, for one to 24 consecutive months.

Participants receive a monthly stipend for volunteering at least 15 hours per month (including training time) but are not considered employees and receive only standard volunteer benefits.

Program areas include State infrastructure, renewable energy, healthcare, education support, and community development, with priority given to participants from underserved communities (districts where 75%+ of students qualify for free/reduced-price meals).

Creates the New Jersey Skills Service Corps Fund, a non-lapsing fund supported by State appropriations, federal grants, investment earnings, and private sources including AmeriCorps and Community Development Block Grants.
