Creates the New Jersey Veterans Assistance Trust as a body corporate within the Department of Veterans Affairs to provide monetary and other assistance to veterans, their families, and programs supporting veterans

Establishes a 13-member board of trustees chaired by the Commissioner of Veterans Affairs, including ex officio members from Human Services, Health, Community Affairs, Transportation, and the Adjutant General, plus gubernatorial appointees and legislative members

Authorizes the trust to solicit and accept gifts, grants, and endowments from federal, state, local, and private sources, and to provide grants or loans to eligible recipients

Permits investment of trust funds in U.S. and state bonds, corporate bonds rated BAA3/BBB or higher, AAA-rated securities, and approved equity investments, with overall portfolio rating of at least AA

Requires annual reporting by February 1 to the Governor and Legislature detailing gifts received, administrative costs, fund usage, and account balances
