Requires all personnel in federal law enforcement operations conducted in New Jersey or with state/local cooperation to display visible identification showing their name and agency, and verbally provide this information upon request when questioning, detaining, or arresting anyone.

Prohibits New Jersey state and local law enforcement officers from assisting or participating in any law enforcement operation where federal agents fail to comply with the identification requirements.

State or local officers who violate these provisions face administrative disciplinary action.

Creates a private right of action in Superior Court for declaratory and injunctive relief for any person questioned, detained, or arrested in violation of the identification requirements.

Directs the Attorney General to establish implementing guidelines; bill takes effect immediately upon enactment.
