Expands New Jersey's smoking ban to outdoor public places including race track facilities, sporting event venues, ambulatory recreational facilities, amusement parks, marinas, historic sites, burial sites, natural areas, and boardwalks

Maintains existing smoking prohibitions at State, county, and municipal parks, forests, beaches, and other Department of Environmental Protection-administered lands

Applies the same penalty structure as indoor violations: $250 for first offense, $500 for second offense, and $1,000 for each subsequent offense

Requires 50% of penalties collected at outdoor public places to go to State smoking cessation programs, with the remaining 50% going to the municipality where the violation occurred

Directs the Department of Environmental Protection to provide information and assistance to counties and municipalities to support smoke-free outdoor public places
