Mandates Pretrial Services to recommend pretrial detention (no release) for all defendants charged with Graves Act firearm offenses, eliminating current exceptions for certain firearm possession crimes.

Expands mandatory no-release recommendations to cover possession of destructive devices, defaced firearms, "community guns," and unlawful handgun/rifle/shotgun possession.

Adds "ghost gun" offenses to the mandatory detention recommendation list, including purchasing parts to manufacture untraceable firearms, 3D-printed firearm manufacturing, and transporting firearms without serial numbers.

Pretrial Services' no-release recommendation serves as prima facie evidence to overcome the presumption of release when courts find probable cause the defendant committed the specified offenses.

Amends P.L.2014, c.31 (Criminal Justice Reform Law) and takes effect immediately upon enactment.
