Upgrades multiple firearm manufacturing crimes from second degree to first degree in New Jersey, increasing penalties from 5-10 years imprisonment and up to $150,000 fine to 10-20 years imprisonment and up to $200,000 fine.

Applies the penalty upgrade to possessing, purchasing, or obtaining firearm parts to manufacture firearms without serial numbers; manufacturing firearms with 3D printers without a license; and distributing digital instructions for 3D-printed firearms to unlicensed persons.

Upgrades manufacturing, transporting, shipping, selling, or disposing of covert or undetectable firearms from a second degree to first degree crime.

Expands the prohibition on purchasing firearm parts for unlicensed manufacturing to also include possessing or otherwise obtaining such parts.

Clarifies that prohibitions on transporting unserialized manufactured firearms also apply to firearm frames or receivers, and exempts firearms not required to have serial numbers under federal law.
