Authorizes the New Jersey Motor Vehicle Commission to issue Delta Sigma Theta Sorority, Inc. specialty license plates with a design selected in consultation with the sorority's Eastern Regional Director

Requires a $50 initial application fee plus a $10 annual renewal fee, with proceeds deposited into a dedicated "Delta Sigma Theta Sorority, Inc. License Plate Fund" after administrative costs

Fund proceeds will be appropriated annually to Delta Sigma Theta to support educational development programs for youth, economic development, social action, and health initiatives for disadvantaged communities

Prohibits use of state funds for initial startup costs; requires the Eastern Region to contribute up to $25,000 in non-public money and submit at least 500 completed applications before the program begins

Bill expires if the 500 applications and required startup funds are not provided within 12 months of enactment; repeals the previous expired Delta Sigma Theta license plate law (P.L.2018, c.109)
