Prohibits lawn care pesticides on grounds of licensed child care centers and K-8 schools (public, private, and charter), including playgrounds and athletic fields.

Allows pesticide application only as emergency response to immediate health threats, as determined by facility administrators in consultation with local health officers.

Requires children at child care centers to be restricted from pesticide-treated areas for at least seven hours after application.

Directs the Commissioner of Environmental Protection to adopt regulations within one year covering pesticide application, record keeping, and staff/parental notification procedures at child care centers.

Exempts "low impact pesticides" from the restrictions; takes effect 13 months after enactment.
