Televisions in New Jersey State buildings that are viewable by the public or state employees must continuously display closed captioning for all programming where captioning is available.

Applies to buildings owned or leased by the State for use by any State agency, including Executive Branch departments, divisions, boards, commissions, independent authorities, and interstate agencies.

"Closed captioning" is defined as the visual display of written words on a television screen representing the audio portion of video programming.

Exempts televisions manufactured before the bill's effective date that cannot accommodate closed captioning technology.

Takes effect immediately upon enactment.
