Type I school districts and charter schools in New Jersey must establish citizen budget oversight committees consisting of at least five members, including parents, educators, and taxpayers (or a Department of Education representative for charter schools), with at least two members having financial expertise.

Committees must review revenues and expenditures monthly with the school business administrator, report monthly to the full board, and may provide analysis and recommendations on budgets or special initiatives.

Members serve two-year terms without compensation but may receive expense reimbursement; appointments can be terminated for conflicts of interest, lack of participation, or detrimental conduct.

New committee members must complete a two-hour Department of Education training program within two months of their first term, covering budget processes, budgeting rules, and reporting requirements.

A selection committee comprising educators, a board member, and community members will evaluate applicants using a Department of Education rubric before presenting candidates for board approval.
