Requires charter schools to use a public lottery system for enrollment when applications exceed available spaces, with all students enrolled in the district of residence by December 31 automatically placed in the lottery pool.

Mandates charter schools file annual demographic reports by October 15 comparing their enrollment (race, ethnicity, free/reduced lunch eligibility, special education, limited English proficiency) to the district of residence, with reports posted on state, charter, and district websites.

Expands grounds for charter revocation to include failure to meet student learning standards, engaging in discriminatory practices, fiscal violations, or failing to achieve student enrollment demographics comparable to the district of residence.

Requires charter schools to undergo review under the New Jersey Quality Single Accountability Continuum (NJ QSAC) and submit annual budgets to the Commissioner of Education for approval and public posting.

Establishes triennial public hearings (beginning April 1, 2027) and independent studies on charter school program impacts, including effects on resident district finances, student demographics, and educational offerings.
