Removes the two-year sunset provision from New Jersey's financial aid application requirement for high school graduation, making the mandate permanent

Requires public high school and charter school students (and parents/guardians if applicable) to complete a financial aid application prescribed by the Higher Education Student Assistance Authority to receive a diploma

Allows exemption through a waiver form signed by parent/guardian, or by the student if 18 or older; school counselors may authorize waivers for students under 18 when parental signatures cannot reasonably be obtained

Requires the Higher Education Student Assistance Authority to provide resources including webinars, presentations, and guidance documents to help schools, parents, and students complete applications

Prohibits adverse action against students who receive waivers, and does not require school employees to assist with application completion
