Imposes civil penalties of up to $5,000 for first-time violations of the same-premises prohibition, with registration revocation for subsequent offenses; other violations carry penalties up to $5,000 for first offense and $10,000 for subsequent offenses.

False statements made during registration or regarding insurance requirements carry penalties between $10,000 and $25,000.

Takes effect 60 days after enactment, with the Division of Consumer Affairs authorized to adopt emergency regulations effective for up to 270 days.
