Sending districts whose students collectively comprise at least 10% of a receiving district's enrollment in a third-class county (population 100,000-120,000 per 2020 census) would receive one voting representative on the receiving district's board of education

Two or more sending districts collectively comprising at least 10% of enrollment may receive one voting representative on the receiving board, subject to majority approval by board members

Sending districts that collectively comprise less than 10% of enrollment would receive one non-voting representative on the receiving district's board of education

Current law requires at least 10% enrollment for individual sending districts or 15% collective enrollment for multiple districts to gain representation; this bill creates new lower thresholds

Representative designations would rotate annually among qualifying sending districts based on joint agreement of their boards
