Repeals New Jersey's 2020 law (P.L.2020, c.117) that prohibits stores and food service businesses from providing or selling single-use plastic carryout bags, polystyrene foam food service products, and plastic straws to customers

Allows grocery stores to resume providing single-use paper carryout bags and food banks/pantries to provide single-use plastic bags to customers

Removes the requirement that customers must specifically request a single-use plastic straw before being provided one at food service establishments

Eliminates the Plastics Advisory Council within the Department of Environmental Protection and associated compliance programs for businesses

Reduces the Clean Communities Program Fund allocation by removing the $500,000 annual appropriation for reusable bag redistribution and public education programs related to the single-use product ban
