Reduces the deadline for the New Jersey Department of Labor and Workforce Development to make initial unemployment claim determinations from three weeks to two weeks after filing.

Establishes a required telephone hotline operating weekdays from 8:30 a.m. to 5:30 p.m. for claimants to receive general information and individualized assistance with unemployment claims.

Mandates that the hotline be staffed so callers wait no more than approximately 30 minutes on average, with an automated system informing callers of their position in the queue.

Requires hotline representatives to be trained to assess eligibility, provide filing instructions, assist with 1099 tax form interpretation, and troubleshoot claim issues.

Grants the department two months from enactment to address any unemployment claims that have been pending for more than two weeks.
