Creates the "College Mental Health Services Grant Program" within the Office of the Secretary of Higher Education to fund public colleges and universities for improving campus mental health services access.

Establishes a dedicated "College Mental Health Services Grant Fund" to receive state appropriations, corporate donations, and federal funds for the program.

Grants may be used for reducing appointment wait times, hiring mental health professionals, contracting with outside providers, identifying at-risk students, and increasing awareness of mental health resources.

Requires public institutions to publish semester mental health data on their websites within 60 days, including student-to-counselor ratios, appointment counts, average wait times, and referrals to outside or emergency care.

Mandates annual reporting to the Secretary of Higher Education on student suicides and suicide attempts, with aggregate data submitted to the Governor and Legislature.
