New Jersey public higher education institutions must develop a cost diagnostic analyzing the past 10 years of cost drivers, revenue sources, manager staffing levels, and tuition impact.

The Secretary of Higher Education will create a standardized administrative productivity measure for all public institutions to use in biennial assessments reported to the state.

Institutions must conduct biennial organizational structure reviews to identify cost reduction opportunities, including potential shared services for fiscal, HR, and IT functions across units or institutions.

Biennial space utilization studies are required for all campuses to identify opportunities to reduce energy, maintenance, and facility costs.

Faculty productivity reports must be published biennially on institutional websites, including courses taught per faculty member, teaching assistant usage, research time percentages, and publications/creative works.
