Commissioner of Education must conduct a study on learning loss experienced by students with developmental disabilities during the COVID-19 public health emergency, focusing on the impact of increased virtual instruction on academic outcomes.

Study must compare current skill levels of students with developmental disabilities to their skill levels prior to the pandemic.

Commissioner must collect and review psychoeducational evaluations, standardized assessments, compensatory education service data, attendance and participation rates, and parent feedback on challenges and observed regression.

Report with findings and recommendations must be submitted to the Governor and Legislature within 180 days of the act's effective date.

The act expires upon submission of the Commissioner's report.
