Requires the Port Authority of New York and New Jersey, Delaware River Port Authority, and Delaware River and Bay Authority to publicly announce and competitively bid all contracts for technical and professional services, including architectural, engineering, and land surveying services.

Professional firms must file statements of qualifications with the authorities and contracts must be publicly advertised with evaluation criteria before soliciting proposals.

Authorities must rank at least three qualified firms based on competence, then negotiate fees starting with the top-ranked firm and proceeding to lower-ranked firms if negotiations fail.

Exceptions to the competitive process are permitted when required by federal government or during a declared state of emergency by the relevant governors or the President.

Each section becomes operative only when the corresponding partner state (New York, Pennsylvania, or Delaware) enacts substantially similar legislation for the respective bi-state authority.
