Amends New Jersey's definition of "domestic violence" under N.J.S.A.2C:25-19 to explicitly include attempts or conspiracies to commit any of the 19 enumerated offenses, including homicide, assault, kidnapping, sexual assault, stalking, and robbery.

Responds directly to the 2010 Appellate Division ruling in State v. Lee, which vacated a $100 domestic violence surcharge against a defendant convicted of attempted murder because the statute did not explicitly cover attempted offenses.

Applies to acts committed by adults or emancipated minors against protected persons, including spouses, former spouses, household members, co-parents, and dating partners.

Takes effect immediately upon enactment.
