Creates a 1,000-foot "gun-free zone" around schools, colleges, universities, and other educational institutions where possession of firearms in violation of state law becomes a third-degree crime and possession of certain weapons becomes a fourth-degree crime.

Establishes a 500-foot "weapon-free zone" around public property safety zones, defined as day care centers, public housing facilities, public parks, and public buildings (libraries and museums).

Removes defenses based on lack of awareness of proximity to protected zones, presence of students, or whether school is in session.

Provides evidentiary procedures allowing municipal or county engineer-produced maps depicting zone boundaries to serve as prima facie evidence in prosecutions.

Exempts law enforcement officers, military personnel, licensed firearms dealers, and other specifically authorized individuals from the new zone restrictions.
