Mandates completion of a professional domestic violence counseling program for defendants found guilty of domestic violence offenses when their sentence is suspended or they are placed on probation

Requires all court-ordered domestic violence counseling to be conducted by a licensed mental health professional with expertise in individual or group domestic violence counseling

Changes current law from discretionary to mandatory counseling for defendants receiving suspended sentences or probation for domestic violence crimes

Maintains existing requirement that defendants cannot dissolve restraining orders until completing all required counseling

Applies to offenses occurring on or after the bill's effective date
