Requires special automobile insurance policies (available to low-income Medicaid-eligible individuals) to include liability insurance coverage of $5,000 for bodily injury or death and $5,000 for property damage per accident

Removes vehicles covered by special automobile insurance policies from the definition of "uninsured motor vehicle" under New Jersey law

Special automobile insurance policies will continue to exclude collision, comprehensive, uninsured, and underinsured motorist coverage

Applies the "limitation on lawsuit" tort option to all named insureds and persons covered under special automobile insurance policies

Takes effect 90 days after enactment and applies to policies issued, renewed, or delivered on or after that date
