Creates a fourth-degree crime for harassing athletes during or near sanctioned sports events when the harassment stems from the athlete's performance and relates to the harasser's gambling losses

Elevates the offense to a third-degree crime when the harassed athlete is a student at a public school, private school, or institution of higher education

Imposes a lifetime ban from all online and in-person sports betting upon a second or subsequent conviction for gambling-related athlete harassment

Imposes an automatic lifetime sports betting ban for anyone convicted of assault in connection with gambling-related athlete harassment, even on first offense

Amends existing New Jersey harassment statute N.J.S.2C:33-4 to add these enhanced penalties alongside current provisions
