Department of Health must establish uniform care and operating procedures and standards for nursing homes and assisted living facilities within 180 days of the bill's effective date.

Mandates biennial (every two years) on-site inspections of all nursing homes and assisted living facilities to ensure compliance with established standards.

Commissioner of Health may conduct additional periodic reviews of facilities as deemed necessary beyond the required biennial inspections.

All inspection reports must be published on the Department of Health's website for public access.

Applies to long-term care facilities, assisted living residences, comprehensive personal care homes, and skilled nursing portions of health care facilities or continuing care retirement communities.
