Requires source plasma donation centers in New Jersey to obtain an annual license from the Department of Health to operate

Existing plasma donation centers operating before the effective date pay a $25 initial application fee; the Commissioner will set all other initial and renewal fees

Authorizes the Commissioner to promulgate safety regulations governing plasma donations, including staff training and supervision requirements in accordance with federal regulations and Plasma Protein Therapeutics Association standards

Grants the Commissioner authority to inspect facilities, suspend or revoke licenses, and immediately suspend operations if conditions pose a danger to public health

Violations carry penalties of $100-$1,000 for first offenses and $500-$5,000 for subsequent offenses
