Requires dealers to accept empty returnable containers and issue cash refunds up to $25 per person per day, with distributors accepting returns from dealers and returning containers to manufacturers for reuse, recycling, or proper disposal.

Mandates that beverage containers be labeled with "New Jersey" or "N.J." and the refund value, and prohibits metal containers with detachable parts; manufacturers selling 500,000+ cases annually must use designated containers compatible with reverse vending machines.

Creates a certification system for reusable containers that can be sanitized and refilled by multiple manufacturers, and authorizes establishment of redemption centers for bulk container collection.

Imposes civil penalties of $100-$1,000 for violations related to deposit collection and container standards, plus $50 per day for dealers failing to provide redemption facilities, with penalties and unclaimed deposits credited to a Clean-Up and Redevelopment Trust Fund.
