Requires transportation network companies (TNCs) like Uber and Lyft to charge all riders the same fare rate for the same category of prearranged ride

Prohibits TNCs from varying prices based on a rider's phone battery life, payment method selected, or other individual circumstances when soliciting a ride

Permits TNCs to charge different fare rates for different service categories (e.g., standard vs. premium rides) as long as pricing remains consistent within each category

Allows surge pricing during periods of high demand, provided the surge rate applies equally to all riders seeking the same category of ride at that time

Amends P.L.2017, c.26 (C.39:5H-1 et seq.) and takes effect immediately upon enactment
