Requires the office to regulate pole attachment rates and access, enforce federal timelines, and establish expedited dispute resolution procedures with final decisions within 30 days for pole access disputes and 180 days for other disputes

Mandates publication of a comprehensive list of all permits required for development projects within six months, plus a public dashboard tracking approved projects and their permitting status

Appropriates $2 million from the General Fund to the Department of State to administer the new office and program
