Establishes a priority registration period at Island Beach State Park during which only New Jersey residents may apply for or purchase mobile sport fishing vehicle permits, beach-driving permits, and other motor-vehicle access permits

Defines "resident" as a person legally domiciled in New Jersey for a minimum of six months, requiring proof via New Jersey driver's license or State-issued identification at time of application

Requires the Department of Environmental Protection to restrict online and in-person permit application systems exclusively to residents during the priority period and deny, defer, cancel, or void any non-resident applications submitted during this time

After the priority registration period concludes, any remaining permits become available to non-residents through standard permit sale procedures

Authorizes the DEP Commissioner to adopt rules and regulations to implement the program, with the act taking effect immediately upon passage
