Creates a voluntary designation system allowing vehicle registrants to indicate that they or an immediate family member who regularly operates the vehicle has special needs, defined as a physical, mental, or developmental disability substantially limiting major life activities

Designations can be made during initial registration, renewal, or anytime through the MVC website, with the option to include additional information to help law enforcement communicate effectively with the individual

Access to special needs designations is restricted to select MVC employees and law enforcement officials during motor vehicle stops only, with use limited solely to identifying and communicating with persons who have special needs

Submitted information is exempt from public records laws and cannot be obtained through government record requests, discoverable only via grand jury subpoena or criminal court order

Takes effect on the first day of the seventh month following enactment
