Authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission to enter into cooperative arrangements with foreign countries for reciprocal recognition of non-commercial motor vehicle driver licenses

Requires the foreign country and New Jersey to exchange information allowing each jurisdiction to assess the other's driver licensing standards before any agreement

The Chief Administrator must determine that the foreign country's non-commercial driver licensing standards substantially correspond to New Jersey's standards

Foreign countries must extend the same driving privileges to New Jersey-licensed drivers that New Jersey would extend to their licensed drivers

Takes effect immediately upon enactment
