New Jersey public schools with fewer than 300 students must employ at least one half-time certified school library media specialist; schools with 300-1,499 students require one full-time specialist; schools with 1,500+ students require two full-time specialists.

Schools with 500 or more students must also employ at least one full-time library clerk, plus one additional clerk for each additional 500 students enrolled.

Secondary school library media specialists must devote varying portions of their day to library work based on enrollment, ranging from one period daily (under 100 students) to full-time library duties (700+ students).

The Commissioner of Education may grant waivers of up to one year if a school demonstrates inability to hire a certified specialist despite making an offer, with a maximum of two waivers allowed within any five-year period.

The requirements take effect immediately and apply beginning with the first full school year following enactment.
