Amends P.L.2007, c.260 to require the next Educational Adequacy Report (due September 1, 2025) to be developed with input from school administrators, staff, students, parents, and community members to identify underfunded school resources and student supports.

Mandates the Governor and Commissioner of Education commission school finance experts to recommend methodology revisions for calculating base per-pupil amounts, grade level weights, at-risk and bilingual pupil weights, and special education costs.

Requires recommended methodology changes to ensure funding levels are sufficient for students to meet current core curriculum content standards.

Preschool per-pupil funding methodology must be revised to adequately support all delivery settings, including district programs, licensed child care providers, Head Start programs, and mixed delivery systems.

Transportation aid cost coefficients must be updated to reflect actual district expenditures on pupil transportation services.
