Authorizes the New Jersey Motor Vehicle Commission to issue special Boy Scouts of America license plates for each Boy Scouts of America council in the state

Requires a $50 initial application fee plus a $10 annual renewal fee, with proceeds deposited into a special non-lapsing fund for each council to support their mission and programs

Each Boy Scouts of America council must contribute up to $25,000 in non-public funds to cover initial design, production, and computer programming costs before the program can begin

Requires a minimum of 500 completed applications before the commission will begin producing license plates for any council's program

Allows the chief administrator to discontinue a license plate program if the average cost per plate exceeds $50 for two consecutive fiscal years
